A member of the Governor’s cabinet, the BHDD Agency Director is responsible for guiding the vision, strategy and operations of the agency and its statewide networks network of providers. This role oversees the programs that deliver behavioral health, disability and substance use services designed to empower individuals to achieve recovery, independence and meaningful lives.
The Agency Director provides leadership in ensuring that all services reflect the agency’s commitment to accessible, high-quality, person-centered care. This includes strength-based behavioral health treatment, integrated supports for individuals with intellectual and developmental disabilities and coordinated services that meet the diverse needs of the individuals BHDD serves.

Constance Holloway
OIDD Office Director
Constance Holloway was named Director of DDSN in July 2023, before being named OIDD Office Director. She started with BHDD OIDD in January 2020 and served as General Counsel for the agency before stepping in as the interim director in 2021 from February through October. She returned to that role in January 2023 before being named Director in July 2023.
Robert L. Bank, MD
OMH Office Director
Robert Bank, MD, was appointed acting director of the South Carolina Department of Mental Health by the South Carolina Mental Health Commission in September of 2022 and made OMH Office Director in July 2025. Dr. Bank, who began his career with OMH as Chief of Outpatient Services and Psychiatric Training director at William S. Hall Psychiatric Institute in 1982, has served the Agency in multiple leadership positions through his tenure.
Sara Goldsby
OSUS Office Director
Before transitioning to her role as OSUS Office Director, Sara Goldsby was confirmed as Director of the South Carolina Department of Alcohol and Other Drug Abuse Services by the Senate on February 8, 2018, after being appointed Acting Director by Governor Nikki Haley in August 2016, then nominated as Director by Governor Henry McMaster in May 2017. She has led South Carolina's response to the opioid crisis and currently serves as co-chair of the State Opioid Emergency Response Team.
