Constance Holloway Named DDSN Director Following Stint in Interim Role

COLUMBIA, S.C. — The South Carolina Department of Disabilities and Special Needs (DDSN) is happy to announce Constance Holloway as agency director, following multiple stints as the interim director and in her former role as General Counsel. Ms. Holloway was recently appointed to the position by the DDSN Commission.

“I am humbled by this appointment and will continue working with the great people at DDSN to make our agency the best it can possibly be,” Ms. Holloway said. “A lot has changed in the three-plus years I’ve been at DDSN, but one thing that remains the same is our commitment to providing quality care and resources to the amazing people we serve.”

Ms. Holloway started with DDSN in January 2020 and served as General Counsel for the agency before stepping in as the interim director in 2021 from February through October. She returned to that role in January 2023 and was eventually named director of the agency. Prior to DDSN, she served as an Assistant City Attorney for the City of Columbia for four years, and then as Assistant General Counsel for South Carolina Department of Health and Human Services from 2012 to 2020.

Ms. Holloway is a graduate of the University of South Carolina with a Bachelor’s in history and a Juris Doctorate from the University of South Carolina’s School of Law.  She came to DDSN because she wanted her work to have a direct impact on individuals’ lives in a positive manner.

DDSN Commission Chairman Ed Miller was proud to name Ms. Holloway the new director, stating that she possesses the knowledge and leadership skills to lead one of the most important agencies in South Carolina.

“DDSN serves one of the most vulnerable populations in our state, and leadership must reflect the patience, empathy and care required to work with those who have disabilities and special needs,” he said. “Constance has all of those qualities, and I know the future for DDSN is bright with her at the helm.”

The South Carolina Department of Disabilities and Special Needs plans, develops, coordinates and funds services for residents with various severe, lifelong disabilities. Populations served include individuals with traumatic brain injuries and spinal cord injuries, autism spectrum disorder, and intellectual disabilities.
